In Aries and Taurus, a level one sanctuary can activate one ability per 24 hours. Each level decreases this cooldown by 2 hours, and increases the abilities you can activate at once by one. So at level 2, you can use 2 abilites every 22 hours; level 3 allows 3 abilities every 20 hours, etc. However, most people don't upgrade it past level 2 because of the costs.
Note: This is completely a guess, but I think it will max at level 5, when all of its abilities can be activated at the same time, with a 16 hour cooldown, but I'm fairly certain no one has a level 5 sanctuary to confirm this.
In Leo, I'm not sure if anyone even has a sanctuary yet. It's much harder to get gold (there is no mining technology and you can't farm people because of the credit system). For now, it's probably safe to assume the Sanctuary works the same way in Leo as in Aries/Taurus.
